I'd run away from it as fast as possible. Either that hemi was badly neglected, or it was beaten to shit (possibly both).

if it was any good, they would have repaired it. The fact that it ended up in auction is a clear sign that the police pool decided it wasn't worth it to repair anymore.

Yep, but if you can score this at $1500 or not much more, and $17k rounded up for the engine, under $20k for a real sleeper. That isn't bad. Though, you'd probably have to do a tranny swap. The cop-spec 5-speed auto wouldn't be able to handle the power.
